Sara Welkin (サラ・ウェルキン, Sara Uerukin?) is a 2nd-year student in the IS Academy and another IS Representative Cadet of England like Cecilia Alcott. Although Sara does not own a personal IS unit, her piloting skills are described to be superior to those of Cecilia, thus becoming Cecilia's mentor in IS piloting.
